Summary/Abstract: From individual freedoms, simple limitations of state power to interfere in the private life of the individuals, human rights have evolved into essential legal values, acknowledged and guaranteed, which have permeated the conscience of every citizen, meta-juridical concepts that hold a value perhaps even greater than that of international treaties, national or regional constitutions. Although respect towards human rights is acknowledged, as a principle, almost everywhere in the world, the way in which they are understood and guaranteed are very different from one legal culture to another. Some of the human rights, such as the right to health or the right to education are particularly related to the cultural environment.
