Summary/Abstract: The issue of European citizenship is intimately related to minority issues. The content of citizenship in a specific state depend on characteristics of that State, in other words, can be viewed from an ethnic, religious or territorial perspective. In some countries, especially those of Central and Eastern Europe, the state is regarded as a national home, up along ethnic lines. The real difficulty here may arise for ethnic minorities, religious or linguistic; This explains why working with the minorities, had become particularly difficult in Central and Eastern Europe.
