Summary/Abstract: This article tries to shed light the limitations of democratisation through the prescription of global norms by focusing on Romania. First of all, the article aims to show some salient aspects of the notion of governance and transparency as it is prescripted from the international level to the post-communist countries. Then, the result of a monitoring operation about a law on transparency realized by an NGO is analysed and then it is compared to an affair of corruption concerning the government. In this way the limits and the consequences of this policy (democratisation) for the actors such as NGO, the state and political parties, appear more clearly. In the same way as the political technology of democratisation, the quest for ‘transparency’ is more oriented towards inter-national standardisation and legitimation than towards local problems.
