Summary/Abstract: Our interest and attention over the last decade have been quite understandably focused on the European Convention for the Protection of Human Rights and the European Court of Human Rights in Strasbourg. But there are other models in the world to provide such protection. Though fairly unconventional for the Western model of thinking and action, these forms of protection function surprisingly well and in sync with the efforts of state bodies and institutions. There is a longstanding human rights protection system in Japan, unknown in other parts of the world, dating back to the beginning of the last century. Such model of an independent institution working for protection of human rights is more impartial than the grant-based grant model of our country.
