Summary/Abstract: This paper presents the most frequent interpretative problems that appear in a local government with regard to local government employees. This paper draws on the commentary of the 2008 act prepared by the Ministry of Interior and Administration, as well as other literature and acts which constitute the system of public law. The 2008 act generally fulfils the social and professional needs, but not all of its regulations can be easily implemented, and this is what this paper endeavours to explore.
