Summary/Abstract: The approach to public administration depends upon the views demonstrated by those who create it. This approach determines the manner of solving detailed problems, including the way of building legal standards and implementing organizational structures. The approach to public administration itself was conditioned by philosophical assumptions, sometimes even unconscious. Most frequently it is about axiological assumptions that are actually based on anthropology or ontology. The form of currently developing ideas of public administration can therefore be affected by different views. It is not easy to make a full classification of views influencing the approaches to public administration. Frequently, these are approaches referring to many sources. However, one can try to separate certain leading directions. They include the following approaches: humanist, normativist, pragmatic, socialist, personalist and modernist (post modern). One of the basic assumptions of personalist approach to public administration is common interest, whereas determining the essence of public service requires differentiating between the material and organizational understanding of that notion.
