Summary/Abstract: Maritime industry is the backbone of international trade and the global economy. Around 80 per cent of global trade by volume and over 70 per cent of global trade by value are carried by sea and are handled by ports worldwide. With the development of digital technology, same as some other industries, maritime sector has faced with problem of cyber security. Some efforts in dealing with that issue have been taken by certain private and public maritime organizations. However, they have not shown to be sufficient. Therefore, to face with the issue of cyber threats, creation of a comprehensive legal framework is needed. In lack of prior legal solutions, useful analogy may be drawn with regulation of piracy on high seas as a guidance for creation of universal legal framework on cyber security.
