Furthermore the article include: description of actions (contained in strategic records) proffered by authorities of Gorzów Wielkopolski City for counter acting a poverty phenomenon and revitalizing the City, and also presentation of poverty transmission counteracting model (devised for needs of endowment innovation project application:Disruption poverty inheritance process on downgraded grounds in frames of operational program Knowledge Education Development 2014‑2020).
