Summary/Abstract: Shkodra’s statutes are undisputedly prestigious historical testimony, because of the fact that, in a certain temporal period of the late Medieval were the main documents reflecting political, institutional, economic, social and religious life in city municipality of Shkodra. Provisions of Shkodra’s Statutes determined state law, institutional organization, civic and criminal law, juridical position of clerics, building of houses, their ownership and land lording, holding of mills, bakeries and taverns, work in the fields, vineyards and fruit yards, work conditions, wages, etc. In historical comparative background between the Statutes of Shkodra and Stefan Dushan’s Codex there are some similarities and common points, that are identifies in some of the provisions. These similarities are related to Serbian ruling of Albanian territories in that period, to the impact of state and institutional tradition of the Byzant in most parts of Balkan territories, where were also most parts of Albanian territories before Serbian invasion, even the city of Shkodra itself. Regardless the influence of Serbian jurisdiction in the Statutes of Shkodra, a very important data is the fact showing that they were designed before Stefan Dushan’s Codex. The fact that Statutes of Shkodra were designed before Stefan Dushan’s Codex confirms Albanian originality of this historical-juridical document. The originality of Shkodra’s Statutes is noticed in their content which differs greatly from Dushan’s Codex, since statutes contain much more penal norms then the latter.
