Summary/Abstract: In reform of relations between citizens and government an important role, inter alia, plays a modernization of administrative procedures. Administrative procedure is a technological alternative that attempts to reduce theoretically great number and variety of activities of public officials to a smaller extent, in order to increase efficiency of administration and strengthen legal protection of citizens. Main components of a technology are material and natural resources, working process technology and technical know-how of public officials. Any legal regulation of administrative procedure, including regulation of general administrative procedure can be judged from the standpoint of technical adequacy. Evaluation of the General Administrative Procedure Act which entered into force in Croatia in 2009 was carried out while keeping in mind primarily the technological dimension of administrative procedure regulation. There was a series of improvements over the previous Act, but also there are a number of weaknesses of new Act, as well as missed opportunities for technological and legal modernization.
