Summary/Abstract: The article considers the issue of determining subjects of innovation activity as economic entities, the need to create a clear system of subjects of organizational and economic powers in the sphere of innovative development. The key task of the national economic policy is to sharply increase the innovative level of goods and services produced by national commodity producers, the technological level of the entire production base of the national economy. This task is solved only by activating innovation activity and introducing its results into the production process. Thus, the creation of an effectiveNISand ensuring its successful functioning is a top priority for the development of the national economy. Achievement of such efficiency is possible, first of all, due to the creation of perfect organizational and economic provision of innovative relations, the key element of which is the system of subjects of organizational and economic powers and the systemic nature of their functioning, ensuring the activities of the named entities by effective means of economic and legal influence, including means state aid, application of special regimes of innovation management, etc. The organization of the system of subjects of organizational and economic authority is a problematic issue in the system of bodies of state executive power, because existing entities are created in so-called "reactive" order, and are not a product of a scientifically grounded approach, therefore, they work mostly autonomously, one from one, without proper coordination of influence, which should acquire a systemic character of synergistic in its effectiveness.
