Summary/Abstract: Bush Doctrine is a document of National Security Strategy that is implemented by the US president George W. Bush. The Document, declared in 2002, has become the main paradigm of new American foreign policy after September 11 attacks to put new principles into practice. During Cold War American government pursued a foreign policy based on containment and deterrence that has been replaced with the pre-emption and prevention strategies which has been mentioned in Bush Doctrine. These two controversial concepts of international relations and law has become a legitimate foreign policy principle within the Doctrine. Moreover, the document has also legitimized the perception of the new American hegemony which emerged after September 11, through the concepts such as failed states, rogue states, war against terrorism. In this regard, this study aims to analyse the new hegemony perception of Bush Doctrine from a critical point of view.
