Summary/Abstract: The current article is intended to be a primary analysis of a concept that is rarely tackled by the Romanian researchers and practitioners in the field of intelligence and security studies, but which is intensely debated in the last decade at the level of intelligence communities from states like the USA, Canada or Spain. Thus, the paper starts by describing the current state of outreach policies in different countries, underlining the changes that have taken place at the level of intelligence targets and the constantly rising importance of tapping outside expertise for an eficient management of new security risks and threats. In addition we will mention some types of outreach measures as they have been identified by Gregory Treverton in his study dedicated to Intelligence Outreach, focusing on the concept of trusted information networks (TINs). In the end we will discuss some of the limits and barriers that arise in the process of enhancing the relationship between Academia and Intelligence.
