Summary/Abstract: This is a brief paper about post-cold war Ukraine; in 2014 the hot war was just starting amid the ashes of the cold war which had ended. Our dramatic article presents this significant moment of events, reflecting it in the problems of the decisions of heads of state and government in North Atlantic Council Meeting, on September 2014. The paper is generous and full of political, strategic and security significances. Romania has undergone all the political and military evolutions and effects in the wider Black Sea Area.
