Summary/Abstract: Specialized literature addresses intelligence services great failures, often explicitely claiming they refer to their low performances as organizations. Most experts believe there is no general theory on proficiency in intelligence, namely identifying those criteria needed for a relevant analysis of these services’ activities: what they generally do, if they are efficient in terms of performance, how rare failures are, but prominent as compared to performances and the way in which ignoring the performance of different types of intelligence activities impacts the assessments of all intelligence services.
