Summary/Abstract: The issue lessimplementation of the European Union (EU) integration process makes local support important. Local and regional authorities, as the closest units to the public, are an effective intermediate level for enabling strong relation between EU institutions and citizens. Otherwise, the implementation of a significant part of EU legislation at the local level required local and regional governments to participate in EU decision-making processes. The establishment of the Committee of the Regions in the Maastricht Treaty and provision of official representations of local and regional governments in the EU institutional structure is a response given the necessity. Thus, local and regional governments gain importance in the presence of EU institutions,at the same time it became possible to take part in preparation of EU policies as well as participation in the implementation process. The aim of the Committee of the Regions is to ensure that the laws and policies which are prepared by the EU institutions, are in line with local expectations and requirements. İt is crucial to get efficiency from regional policies for EU,so it is important that EU institution shaving a good relationship with the Committee of the Regions. The aim of this study is to determine the effects of the Committee of the Regions in EU decision making and policy processes, in the context of its status. İn accordance with the aim of the study, EU legislation, the EU Commission reports and documents, and the Committee of the Regions reports and documents were examined.
