Summary/Abstract: Businesses define their production plans in short terms in real world problems and make it their principle to use their resources based on the defined constrains, goals, and targets. While some of the resources are stable in the short term, they need to be reorganized for optimal conditions in the long term. A nonoptimal determination of resource quantities leads to inadequate optimization and insufficient use of scarce resources. De Novo approach states how an optimal system can be arranged based on maximum goal success values and full capacity use of constrains, instead of optimizing a given system. In this study, a real business problem is organized based on De Novo, and its solution is conducted based on vague set. While there are various different models of De Novo Programming problems in fuzzy decision environments, this study provides the first De Novo model proposal based on vague sets. The effect of true and false membership functions on the result for an optimal system is explained with the proposed model.
