Summary/Abstract: General Directorate of Social Assistance (GDSA), which is the most important social assistance organization in Turkey is supporting poor, desolate and handicapped people, who need assistance and also supporting unemployed and untrained people with employment focused vocational educations and project supports. The subject of this study is, poor oriented social policies implemented by GDSA, with the coordination of “Social Assistance and Solidarity Foundations” which are approximately one thousand or more.
