Summary/Abstract: The International Public Law principles are crucial for a normal development of the international society. The way that international community respects and uses these norms sets the course of millions of lives. Protecting civilians in situations of distress, saving innocent lives and offering humanitarian assistance represent for most of the time a challenge. A big part of this challenge resides in overcoming the political and economical barriers, especially when the state involved in a crisis refuses the assistance of the international community. In this complex context, the principle of Responsibility to Protect have been designed to be the bridge between human rights and state sovereignty concepts, but the controversial debate around it and the way it was used till now raise serious questions about its future applications.
