Summary/Abstract: The article presents the new government proposals for electoral reform which were introduced into Parliament in July 2010 as regards The Parliamentary Voting System and Constituencies Bill (Bill No 63 in 2010-2011 session) and The Fixed-term Parliaments Bill (Bill No 64 in 2010-2011 session). Bill No 63 was introduced to make provision for a referendum on the voting system for parliamentary elections. If enacted, a referendum will be held on 5 May 2011 for people to choose between the existing first past the post (FPTP) system with the alternative vote (AV) system. The Bill reduces the number of MPs to 600 from 650, as well as, establishes a uniform electoral quota, based on the electoral register for December 2010. The boundary reviews are to be completed by September 2013. Bill No 64 provides for fixed polling days for parliamentary general elections, to be held on the first Thursday in May every five years (with the first such polling day on 7th May 2015). It also provides for a parliamentary general election to be held at an earlier date if there is a vote of no confidence in the government (a motion is passed by the House of Commons, supported by at least two-thirds of all MPs, that there should be an early election), unless within 14 days the House of Commons passes a motion expressing confidence in a new government. The Parliament is to dissolve automatically 17 days before the polling day for the next general election. It provides that Parliament cannot otherwise be dissolved, therefore the Queen will not be able to dissolve Parliament in exercise of the prerogative.
