Summary/Abstract: To really understand the paradigm of President Barack Obama's statement of June 4, 2009 ("Cairo phenomenon"), we need to look at the general framework in which this US policy resize has emerged, as well as the location chosen for launching the message. Following the attacks of September 11, 2001, the US National Security Strategy focuses on the fight against terrorism and the proliferation of unconventional (nuclear) weapons.
