Summary/Abstract: The article draws attention over fundamental stages in the evolution of the European Parliament: the Representative Assembly stage and the Parliamentary Assembly stage, discussing the complexity of MEPs voting systems before the Lisbon Treaty, in order to demonstrate that a unique election procedure at the European level is yet to be implemented.
