Summary/Abstract: As it is known, the reform treaty, called the Lisbon Treaty, entered into force on December 1, 2009, which is obviously a major step in the process of European construction, in developing an area of freedom, security and justice. The treaty was based on the details agreed at the European Council on 21-22 June 2007, on which we insist in this study. The analysis confirms the impact of decisions of the Brussels European Council of June 2007 the Member States in developing options for European construction. This construction has proven to be a highly complex process and efforts to develop and strengthen its institutions are especially appreciated by the results obtained in one stage or another of this construction.
