Summary/Abstract: The study of the food problem during the First World War until the February Revolution (from August 1914 to February 1917) tends to shift to the study of regional history. The food problem in Kostroma province during the First World War is understudied, and exploring this problem through the prism of a single province will reveal the local features of this issue solution. The food issue in Kostroma province became a problem from the very beginning of the hostilities because of its consuming nature. Attempts to stop the rise in food prices by product taxation often had a negative effect. After the Great Retreat of 1915, the Russian Empire established the Special Meeting on Food Crisis and formed the institute of commissioners to regulate food issues. Until February1917, the problem was being resolved in two stages: the first stage is characterized by the lack of a single organizational center,while during the second stage the central role in this issue is taken by the Special Meeting’s Commissioner.
