PROVINCE AGAINST PROVINCE

Summary/Abstract: Some of the most important cultural achievements made their first appearance far away from the centre: influential universities, works of art and art tendencies, dominant monotheistic religions... However, the gravitational force of the metropolis (embodied through the concentration of political and economic power) exerts a double influence: it integrates, recalls novum, while the same cultural attainment is turned to the centre – as a point of reference. The metropolis is, also, both a creator and an integrator. The answer to the question: how to create the possibility of cultural creation in the province which would not be prone to "escape" to the centre? may be: decentralization of making decisions and decentralization of financing in matters of culture. And it is also possible as (this is the least clear of requirements) a formulation the province's cultural politics. In other words, is the province ready to offer better conditions and more money than the metropolis?
