Summary/Abstract: Although, during the so-called provisory Schmerling regime (November 1861 – July 1865), the ruler suspended the working of autonomous county administration in Hungary, several elements of county government continued to function nevertheless, offering opportunities for corruption, nepotism and protection. In the autumn of 1863 an inquisition was pur-sued against the captain-in-chief of the region of Kővár, Zsigmond Pap (Sigismund Pop), whereupon he was removed from his office. While the population of the region was predominantly Romanian, within the ranks of the traditional noble elite the offices were shared between Romanians and Hungarians. Conflict within the local elite was further fueled by national antagonism. The paper explores the official abuses revealed by the inquisition, demonstrating those structural features of the county admin-istration that were liable to misuse in these years.
