Summary/Abstract: The article discusses problems in contemporary international regimes analysis. Large acceptance of an unique international regime definition between main authors in this field is, still, not achieved, and this article tries to overcome the problem by giving a working definition of international regimes. Also, it examines existing theoretical points about international regime creation: relism, neoloberalism and cognitivism and points out their shortcomings. Concept of the institutional „spillover“, based on neofunctional approach in international economy, reveals important points about regime creation by causal mechanismes of institutional interaction that are fairly common in the international world.
