Summary/Abstract: With the Common Security and Defence Policy after the Treaty of Lisbon, the European Union formally met the requirements for becoming a subject of international law. The EU will seek to implement the path from an economic to potentially political and security community, path from partaker to subject in international processes, from civilian to security force, through institutionalized common foreign, security and defence policy which is still far from communitarianism. On that path it will internally face multilateralism during the decision making process, lack of supranationalism, dependence on internal situations and national policies, complex procedures additionally burdened by relations between the EU member states, lack of European security identity and strategic culture and economic and financial crisis. Externally, it will face incoherence, security policy with the US and NATO, energy policy with the Russian Federation, stabilization of the Balkans, accession of new member states and participation in crisis management operations. How will this reality, idea or utopia of the European project be embedded and whether it will endure or succumb, depends on the responsibility, understanding and awareness of the very member states, its institutions and citizens. In the same vein, with a realistic and sober, critical and thoughtful review and assessment of the conditions in the EU, Serbia should find its place, interest and position in order to remain and survive by changing and improving its capacities, according to its needs.
