Summary/Abstract: There is a change in the welfare policy, with the promotion of work and the active social state. People in precarious situations have the right to integration, but also the obligation to integrate themselves. No work, no public assistance... The main purpose of social assistance is to give the possibility of every assisted individual to assume autonomy. Many of our communities once had autarchy, the inhabitants were proud of their own values, doing everything relevant and possible, in order to assure food and energy autonomy, preparing their cultural respite, organizing social events for the welding of the community. Today's communities can be stimulated by discovering the intelligentsia of the locals, their passion, their energy, their imagination. In this article we will propose some ideas on the way voluntary service can, through critical thinking, support the development of the community, as a process designed to create conditions for economic and social progress with an active participation of its members who choose a way of living together. The author presents a possible theoretical framework of the community’s intelligibility and methodological framework for developing the power of action of individuals and communities.
