Conditions of Pension System Pillar 3 in Opole Province

Summary/Abstract: Unfavorable demographic changes and pessimistic forecasts referring to the compulsory part of Polish pension system effectiveness causes that additional saving for the old age is necessary. It signifies the growth of pillar 3 importance as a voluntary part of the pension system. This paper focuses on the analysis of pillar 3 conditions in Opole province. Opole province is a specific region with high level of earning migration (Germany, the Netherlands) what is mirrored in significant imbalance between Main Statistic Office reports and financial sector reports referring to the financial condition of Opole province population. Presentation of conditions concerning pillar 3 of pension system in Opole province. The attempt to answer the question why so low percentage of population benefits from products belonging to voluntary part of the pension system. Is the insufficient amount of financial means the only reason or are there any other conditions leading to such a low level of savings? Polls conducted among population living in Opole province. The sample equalled 200 individuals. The survey was conducted via Internet form and it included 10 questions referring to popularity of pension system pillar 3 in Opole province and 6 metric questions. The conducted research shows the fact that a very small percentage of Opole province population save for the old age. The reason of this situation lies not only in difficult financial condition and lack of the possibility to save for the pension, but mainly in exiguous consciousness of society as regards investments by products of pillar 3 of pension system.
