Adaptability of the Ex Ante Evaluation Methodology to the Estimation of the Potential of the Research, Technology and Technological Areas

Summary/Abstract: The potential of directions of scientific studies, technology and technological areas means a capacity to generate increase in the dynamics of economic development, in case of scientific studies mainly in a long-term perspective. The potential defined in this way can be estimated using various econometric models. However, the economic models are subject to a high level of uncertainty, and they require a verification mechanism. An ex ante evaluation, and a technology evaluation methodology in particular, can provide the basis for such a mechanism. This paper demonstrates the way of using this methodology to assess the potential of directions of scientific studies, technology and technological areas as well as using it to verify the selection of smart specialization areas.
