Summary/Abstract: The paper contains a description of applications of information and communication technologies for the creation of learning content and methods of its adaptation for distance learning. A concept for an on-line distance learning system of a program for sustainable development of tourism in the cross-border region Bulgaria-Romania has been developed and described. A self-learning approach is presented to business representatives and stakeholders, implementing expert solutions for the provision of tourist services and the development of tourist products. The status and use of the system for the period 2013-2018 is validated.
