Summary/Abstract: Appearing assessments of public finances in Poland are often diverse. Some, with a view to favourable economic conditions, positively assess state finances, while others see some threats. The aim of the study is to diagnose the condition of public finances in Poland and to assess the state’s ability to react effectively to the negative impact of the business cycle. According to the authors, the economic recovery has a positive impact on public finances, but the recovery of state finances is proceeding too slowly. An important problem is the persistent budget deficit, growing public debt and high interest on bonds. Under these conditions, at the expense of reducing investment expenditures, fixed expenses are increased. In the future, the weakened state will not be able to effectively counteract the negative effects of economic fluctuations.
