Summary/Abstract: The dynamically changing international security environment presents challenges to the state in the form of preparation, sealing and strengthening the national security system. The main element of this potential is its defence system, which is complemented by the creation of a fifth type of armed forces, i.e. the Army of Territorial Defence. The construction of territorial forces is a time-intensive process that results in the creation of a potential for deterrence of a potential aggressor, the sealing of a national security system, and the raising of the level of individual security. The purpose of this paper is to analyse the military and non-military capabilities of the armed forces of the Fifth Armed Forces, reviewing the legal and organizational foundations for their construction and the opinions of experts and researchers on military issues.
