Summary/Abstract: The intervention of the EU funds under the European Social Fund in 2012- 2015 was the main source of support for the residents of Podkarpackie Province in the development of the employment potential and the needs of the regional labor market. Within this period the intervention was done by means of the Human Capital Operational Programme for 2007-2013, which was implemented by the Regional Labour Office in Rzeszów. To the period of implementation of the EU projects the principle n+2 applies, according to which the program can be carried out for 2 more years after its end. Such a situation occurred in the context of the Human Capital in Podkarpackie, where the extension of the program resulted in maximum utilization of resources and an increase in the allocation for the region as much as 28% (finally amounted to 2 billion 249 million PLN). In 2015 Podkarpackie started implementing two new EU cohesion policy programs for 2014-2020 which are meant to guarantee the fulfillment of the ambitious goals of long-term development strategy Europe 2020. The aim of this study is to present the methods and effectiveness of using Human Capital Operational Programme funds by the Voivodeship Labour Office in Rzeszow in 2007-2015 and to outline the perspectives of the next funding period.
