FUNCTIONAL GOVERNANCE IN THE CASE OF PUBLIC SERVICES IN BOSNIA AND HERZEGOVINA

Summary/Abstract: The role of public administration, reflected in the monitoring and improving the conditions in the areas of social regulation, and enforcement of regulations for this purpose, can be seen in the organizational and functional meaning. One of the forms through which the modern, functional governance is achieved are public services, as the specific activity of the administration in accordance with the public and, partially, the private law. In a complex system of government in Bosnia and Herzegovina, public services are still not recognized as an instrument of efficient, transparent, accountable and easy to satisfaction of the citizen and their organizations needs, or general, public interest. Inadequate legal regulation, established partially on several levels of government, establishes the public services in the forms of public institutions, public companies and professional administrative bodies. Although they follow to some extent the contemporary standards in the development of public services, the Bosnian regulations are superficially defining this area. The lack of vision and courage in significant application of these norms and standards is notable, when compared with the region and developed countries.
