Summary/Abstract: In time, the problem of innovation and reform in the field of the public administration provoked numerous theoretical debates, centered first of all on the compatibility of the concepts of innovation and public administration. The reform of the local public administration is extremely important for the process of preparation for the adherence to the European Union and must be considered as a priority of the Government.
