Summary/Abstract: The article discusses the principles and mechanisms of managing the Norwegian educational system from the point of view of its primary goal, ie ensuring equal teaching conditions for all children, regardless of their origin and socio-economic status. Norway is regarded as an example of a state in which the policy of economic neoliberalism and the ideas of modernizing the public sector in the spirit of new public management have not strongly influenced educational policy. The Norwegian educational system is characterized by a significant level of decentralization - local self-government structures are responsible for providing places to implement the right to pre-school education, compulsory education and the right to education. The vast majority of students receive education in public schools. However, there are not many, but systematically increasing, the share of the non-public sector in education and the use of instruments for contracting public services, as well as public-private partnerships.
