Summary/Abstract: The 1992 Karaganov Doctrine suggested that Russia should play an active role as the former imperial power and offer protection to Russian speakers left outside Russia, in the regions where they live now.The seven steps of imperialism policy include: non-coercive measures: humanitarian policies, compatriot policies, granting passports, informational warfare, protection measures, informal control, or official annexation of the territories inhabited by compatriots.The hybrid war was used by the Russian Federation to jeopardize the classic military campaigns in its efforts to rebuild the empire.Moscow proved capable of managing the frozen conflicts of the emerging hybrid war.
