Summary/Abstract: The system comprised of the people in a firm, the organizational structure, the project management methodology and execution is a dynamic one, thus not reducible to its parts. The complexity of this system and the quality it produces need to be evaluated separately from software complexity and quality. We propose methods for doing so based on statistical process control and control theory. The complexity of the system is defined as the inverse of the ability of the observer (manager) to learn from feedback in order to predict its behavior, while the quality is measured with the statistical properties of it.
