Summary/Abstract: In recent years the Democratic Republic of Congo (DRC) has attracted a considerable amount of attention from international actors with regards to security sector reform (SSR). The conflictridden state has been engaged by a wide array of players in the field, but perhaps none more so than the EU. The organization has recognized a role for itself in transitional justice processes and has been increasing SSR efforts outside its borders. The case of the DRC, where the EU has established a substantial presence, presents a particularly challenging environment for reform of the security sector. This paper examines the effectiveness of EU efforts in the DRC and its development as an SSR actor.
