Summary/Abstract: Comparison of argumentation of K.Р. Pobedonostsev and L.A Tikhomirov, suggests that the former used only religious epistemology, and the latter used mainly legal and political methodology. However, despite all the differences of the explanatory tools, they shared one important idea that the modern monarchical state to them was the result of a long historical development of state system. Monarchical state was evaluated as a political form that best corresponds to the psychological and social foundations of human existence. According to the Russian conservative thinkers only monarchical rule, could be an adequate system in order to solve complex problems of practical politics, interaction of different social forces and spheres of Russian society.
