Summary/Abstract: If the Security Council was created for states, what is the security regime's sanctioning regime for an individual? The sanctions regime is one of the most controversial due to the UN system is moving to the state rather than to an individual. So, in this case it is interesting to observe how the UN system is challenged to have different approach when there is a country or there is a person. The international legal system is also challenged to face these situations. In the end we have to be sure that the human rights are respected and an individual has the right to challenge a charge even though that impeachment has no remedy at the UN level.
