Summary/Abstract: Climate change is a global challenge requiring global solutions. According to the article the absence of a global institution supporting a global agreement on cross border investment is an important obstacle in scaling up clean energy projects in the world today. The methodology used in the article is the case study method. The sources of evidence used for the analysis is secondary data, including analytical reports and scholarly litera¬ture, as well as interviews and direct observation.
