Summary/Abstract: This article is a general overview of the way in which the modern principles of the public administration were reflected in the Romanian law, legal doctrine and political programs, during the second half of the XIXth century and the beginning of the XXth. The main topics are: the decentralization, the deconcentration, the hierarchization, the repartition of functions between different authorities and the functional duality.
