Summary/Abstract: Recent growing interest in implementing strategic management in public organizations originates in promoting the imperative of strengthening the administrative capacity which assumes the improvement of the public policy-making process, doubled by a coherent process of strategic planning, analysis and implementation, but also by a process of strategy monitoring. Strategic management can thus help shifting reforms in public administration throughout all the stages of public policy-making and implementation. Strategic management implies mission statement, strategic visions and objectives; analysis; strategy formulation; strategy implementation; and strategy monitoring. National and local authorities should found their decisions and actions on all the previously mentioned stages, accepting and embracing the principles of strategic management in creating and implementing public policies. The conclusion of the article holds that integrating strategic management in all the phases of the public policy implementation process and adopting a strategic management of reform should become a reference point for all practitioners and public managers.
