Summary/Abstract: The study of public organizations has been the object of intense and seminal preoccupations of researchers who aimed at configuring the identity of a new scientific discipline using different theoretical and empirical arguments and approaches. Some theorists used complex comparative approaches which focused either on the nature of public organizations in relation to private ones, or argued for the change in paradigm from traditional, classic bureaucracies to innovative, post-bureaucratic organizations, driven towards change. Other approaches studied public organizations according to systems’ theory and analysed them as open, dynamic systems in relation to their environment. Moreover, some of these approaches went further and analysed public organizations in relation to the political environment and democracy, establishing the foundation for two coherent, yet contradictory approaches: the politics-administration dichotomy and complementarity between politics and administration theory. Other approaches studied public administration as public management. The conclusion one can grasp from the literature is that both management and politics have to be taken into account for a coherent analysis of public organizations.
