Summary/Abstract: By entering in the European Union, Romania has assumed EU’s development cooperation objectives and has to allocate 0.17% of its GDP to international aid policies. This article aims to initiate the debate on this subject ignored by the academic literature in Romania and start by doing a theoretical presentation of the different perspectives on development cooperation in international relations and economic development. The study aims to conceptualize the development cooperation and to determine several empirical study indices.
