Summary/Abstract: Taking into account the fact that people health is a national priority, the government is responsible for the performance of the health system of a country. The general administration is permanent and it calls for the supervision of the entire system, avoiding myopia, the narrow-minded points of view, in front of the weaknesses of a health system.
