Strategic change implementationin general education at the school level

Summary/Abstract: The article focuses on the circumstances that affect the strategic change implementation in general education at the school level. The object of investigation is the circumstances affecting the implementation of three strategic changes: profiled education, internal audit and the general curricula for primary and basic education (2008). The article also discusses theoretical possibilities of managing strategic changes at the school level. The change implementation has been investigated by performing a case study in Anyksciai municipality schools. According to the management literature, the factors that affect strategic change implementation can be classified as external and internal. External factors: lack of comprehension among politicians and educology politicians of the complexity of the change; overabundance of innovations; the choice and consecutiveness of change implementation models at the national management level; information about the change; enlightment about the importance and the essence of the change etc. Internal factors: the changes are not initiated by the school itself; the consequences of the change are not predictable; lack of resourses; lack of information about the change; lack of competence to implement the change etc. On the basis of management literature and the Lithuanian educational documents regulating the strategic changes in question as well as analyses of the case study data, the authors are drawing the following conclusions: • T he strategic changes in general education are not being implemented equally in the schools. Some of the changes that should have been implemented uniformly have not yet been started in some of the schools investigated. • T he change implementation is to be related to comprehension of the essence and importance of the change. Such comprehension in regard to the strategic educational changes investigated is to be seen as problematic in the schools. • According to the respondents, the National education management authorities implement strategic changes in general education by applying three different change implementation models. • T he most important external factors that have negative effect on the strategic change implementation, in the opinion of the school leaders and teachers, is the overabundance of innovations, the fact that the visions of the changes are too distant from the reality, the fact that the changes that have been started are often being cancelled, the lack of resourses to implement the changes, the unstable direction of the Lithuanian Parliament's educational policy etc. • T he most important internal factors that have negative effect on the strategic change implementation, according to the school leaders and teachers, are the facts that the changes are not initiated by the schools, the consequences of the changes are unpredictable, the internal resourses needed are lacking.
